POSITION DESCRIPTION
Building Tomorrow, an international nonprofit organization, working to provide literacy and numeracy for all children, is seeking a Program Manager to help launch Building Tomorrow’s community-powered educational programming in Rwanda, including including our signature Roots to Rise, Building Tomorrow Fellows, and Community Education Volunteer programs.
THE ORGANIZATION
Started in Uganda in 2006, Building Tomorrow supports community-powered learning in rural areas. Through over 500 Building Tomorrow Fellows and over 14,000 Community Education Volunteers, Building Tomorrow has enrolled over 140,000 out-of-school children and reached over 500,000 learners with our signature Roots to Rise (R2R) literacy and numeracy camps. We are excited to reach five million learners in sub-Saharan Africa by 2033.
Building Tomorrow has a full-time staff of over 240, just eight of whom work outside East Africa. POSITION HIGHLIGHTS
The Program Manager will be one of two initial hires made to launch Building Tomorrow’s Rwanda Country Office in Q1 2025. The Program Manager will assume responsibility for the start of three core programs, working in concert with one another, building key relationships on behalf of the new country office, setting strategies to ensure high learner achievement standards, and engaging stakeholders in advancing the work of Building Tomorrow Rwanda.
This position is a full-time role and based in Kigali, Rwanda with an initial three-month training and onboarding in and around Kampala, Uganda. The Program Manager reports to the Chief of Staff.
KEY RESPONSIBILITIES
Program Design & Implementation
- Launch and Scale Programs: Develop and manage the phased rollout of Building Tomorrow Fellows, Roots to Rise, and Community Education Volunteer (CEV) programs in Rwanda, adapting the existing frameworks to the Rwandan context in close collaboration with the Building Tomorrow team.
- Curriculum & Content Adaptation: Work with Building Tomorrow staff and in-country stakeholders and resources to tailor program materials, training manuals, and learning manuals to ensure cultural and educational alignment with Rwandan policies and practices, ensuring high relevance and impact.
- Stakeholder Engagement: Build relationships with local government agencies, community leaders, schools, and other stakeholders to ensure smooth program implementation and foster collaboration.
Program Management & Operations
- Team Recruitment & Training: Recruit, onboard, and manage a team of Fellows and trainers to provide ongoing support and professional development to enable high-quality program delivery.
- Resource Allocation: Work with the Operations Manager to ensure efficient use of resources while seeking maximum impact in programming.
- Monitoring & Evaluation: Design and implement a robust monitoring and evaluation framework to assess program outcomes, track impact, and identify areas for improvement, using data to drive decision-making.
- Supervision and Leadership: Supervise, mentor and train relevant staff ensuring team members have the appropriate skill levels for their positions and are developing to their full capacity.
Community Engagement & Capacity Building
- Community Mobilization: Lead community mobilization efforts to increase program awareness, encourage local ownership, and inspire community investment in education.
- Capacity Building: Provide follow-on support for Fellows, community leaders, and school staff on the core elements of Building Tomorrow programs to empower local stakeholders with the skills and knowledge necessary for sustainable program success.
- Fellows Alumni & CEV Network Development: Establish and manage a Fellows Alumni and CEV network to create a cadre of ongoing educational leaders in Rwanda.
Strategic Growth
- Scaling Strategy: With the Operations Manager, develop and execute a strategic growth plan to expand Building Tomorrow programs across Rwanda, leveraging insights from pilot implementations and identifying potential areas for growth.
- Partnership Building: Establish partnerships with other educational organizations, NGOs, and donors to foster collaboration, resource sharing, and program sustainability.
- Reporting & Communication: Prepare reports, impact assessments, and presentations for Building Tomorrow leadership, partners, and donors, clearly communicating progress, challenges, and program success stories.

- Strong written and verbal communication skills, with an uncompromising attention to detail.
- A Bachelor’s degree from an accredited institution.
- Experience and proficiency using Microsoft and Google workplace products.
- Fluency in Kinyarwanda and English; French preferable.
